Red, white and blue-striped ribbon with metal pin-back at top and metal bar with circular metal badge attached at bottom. Top pin-back embossed with image of Liberty bell and Independence Hall, and a scroll with the word "PLURIBUS." Ribbon printed with gold text "DELEGATE". Bottom metal bar embossed with "PHILADELPHIA" and round metal coin hanging below it is engraved with images of Lincoln, Grant and McKinley in profile, with their names above.
