These crosses were inside a box sent by the William H. Horstmann Co. to Joseph H. Bradley, a Civil War veteran who was living at the National Soldiers Home in Virginia. Bradley had served as a chaplain to the 10th New York Cavalry Regiment during the war, and he probably wore these crosses on his uniform collar.
