Warren was born in New York, the son of George William and Mary Elizabeth (Pease) Warren. After attending the University of California he entered the banking business in New York in 1882. By 1910 he was president of the Lincoln National Bank. He served in both the Spanish-American War and World War I, ultimately achieving the rank of brigadier general. He was a member of The New-York Historical Society.

Webb was born at Tarrytown, New York, the son of General James Watson Webb. He graduated from Yale in 1876 and later received a law degree from that institution. After practicing law for five years he became the music librarian of the Metropolitan Opera Company. With the outbreak of the Spanish-American War, he was commissioned a colonel and served with distinction. He was appointed secretary to the American legation at St. Petersburg, Russia, after the war.
