The dove is a symbol for peace, while the U.S. military's headquarters is in a pentagon-shaped building. Therefore the image of the bird of peace trapped by a pentagon-shaped cage or net, expresses the anti-Vietnam War movement's frustration with the U.S. military's interference with peace in Vietnam.
