Description:
Pair of private's(?) epaulets; rigid, dark blue felt-covered strap with gilded metal button with an eagle above a shield and inscription, "EXCELSIOR / NATIONAL GUARD," in relief; crescent in the form of a light blue textile roll with regular pattern of ridges and light blue braid trim; dark blue (black?) worsted fringe; elongated metal hook for fastening.

These epaulets were worn in the 7th Regiment, National Guard New York, probably by privates.
