The subject, a native of Portsmouth, N.H., denounced English colonial policies during the years before the American Revolution and was a member of the Continental Congress (1775-76). After the Revolution he served as governor of his state in 1788, and again in 1805-09 and 1810-11. He was a United States senator from 1789 to 1801, and a member of the New Hampshire legislature from 1801 to 1805.
