Gold-colored metal pin-back bar with image of two men in a battlefield, flanked by the text "DEPT. OF N.Y./G. A. R.". Scroll with word "DELEGATE" above, and small text "GEN. HERKIMER, AT ORISKANY/AUG. 1777" below. Attached to a hanging medallion with images of two red, white and blue American flags around a crest containing a portrait of a man surrounded by the text "DEPARTMENT COMMANDER/JOHN S. MAXWELL". On reverse, "41ST ANNUAL ENCAMPMENT/G.A.R./UTICA, N.Y. JUNE 19-20, 1907." with central image of GAR logo.
