Description:
A circular gold colored badge or medal suspended from the remnants of a gold ribbon. The circular frame, embossed with flourishes and a leafy wreath around a central beige celluloid disk printed in color with the Seal of Pennsylvania, two horses flanking a shield with a sailing ship, a plow and three sheaves of grain over a banner printed "Virtue Liberty and Independence" marked "Pennsylvania".
