Bronze struck medal with obverse showing two seated female figures flanking shield, one holding pole with Phrygian cap, the other -- scales; eagle above; cornucopia at left and bale of wheat at right; ships and sails in the background; scroll below at center, inscribed: "EXELSIOR"; legend above scene: "PER ARDUA SURGO"; inscription below exergual line: "STATE OF NEW YORK/1865." Reverse is inscribed: "PRESENTED TO/[blank space]/BY R.E.FENTON/GOVERNOR/OF THE STATE OF NEW YORK,/CONCURRENT RESOLUTIONS/OF THE/LEGISLATURE,/AS A MEMENTO/COURAGE AND FIDELITY/WITH WHICH HE HAS SERVED/THE STATE, DURING THE WAR OF THE REBELLION."
