Description:
Green silk ribbon with brass pin top printed in black on coated paper at center "DELEGATE" surrounded by foliate design brass frame; ribbon printed in gold "18TH ANNUAL/ CONVENTION/ OF THE/ NEW YORK/ STATE/ COUNCIL/ O.A.F."; painted tin badge hangs from bottom with star at center incised "N.Y.S.C." surounded by "N/ S/ E/ W" and a crescent moon incised "D.A.F."; border around star incised "YONKERS/ 18/ 99/ SEPT-12-13-99" topped by two painted American flags.
