Cosby was a younger son of Alexander and Elizabeth (L'Estrange) Cosby, an influential Irish family. He served as an officer in the British army and as governor of the island of Minorca of the Leeward Islands before his appointment as governor of the colonies of New York and the Jerseys in 1731, an office he held until his death.
