Description: 
White silk lace machine and handmade dickey with stand-up collar with stays, the lace is machine made bobbin-type with an overall geometric pattern, the collar is edged with silk tulle, the body is edged with satin tape which is hand stitched to lace, the back closes with metal hook-and-eye fasteners, the bottom front and back have satin ribbon loops through which is threaded a cotton twill tape strap to secure the garment to the body.

According to the donor, this waistcoat was worn by Commodore Thomas Tingey (1750-1829). Tingey was trained by the British Navy. He came to reside in the U.S. in 1783. He joined the U.S. Navy in 1798, and served in the naval war with France. In 1800, he was chosen to lay out and command the new naval yard in Washington, D.C.
