The subject of this portrait was born in New York, the son of Frederic and Helen Livingston (Hake) De Peyster. He was a trustee of the New York Society Library, a founder of the Soldier's Home, a vice-president of th Society for the Prevention of Cruelty to Children, and a member of the boards of several charitable organizations. From 1829 to 1837 he was recording secretary of The New-York Historical Society, from 1850 to 1863, a vice-president, and president in 1864-66 and 1873-82.

General Hershey decided to make a career in the army after serving in France in World War I. He was a frequent advisor to the congressmen drawing up the Selective Service Act, which was passed in 1940, and the next year President Roosevelt appointed him director of the selective service system. He retired from the army in 1946, but two years later he was recalled, after Congress passed the Selective Service Act of 1948, and he was again appointed director.
