Partially gilt bronze die-struck five-point star-shaped uniface decoration with seal of NY National Guard surmounted by eagle at center and banderole inscribed "EXCELSIOR" beneath, surrounded by legend "FAITHFUL SERVICE/NY" and military and naval attributes; suspended from red silk grosgrain ribbon by circular attachemnt in the shape of laurel wreath bearing tablet inscribed "20 YEARS"; gilt metal closure attached at one end of ribbon.
