Formed in New York City in 1861, the U.S. Sanitary Commission was chartered by the U.S. Medical Bureau to organize the national distribution of sanitary information and material relief to Union soldiers. The commission succeeded in restructuring the outmoded U.S. Medical Bureau and in promoting public health measures that reduced mortality and greatly eased soldiers' suffering (see "The Encyclopedia of New York City," p. 1216).

A note found with the object identifies the initials on the die as those of Mrs. Edwin Denison Morgan, née Eliza Matilda Waterman ("EMM"), and an envelope found with the note bears the monogram indicated. The initials on the die itself, however, are "EDM," those of Mr. Morgan.
